I've heard from various sources that this problem is either:
A. Some esoteric problem with WFP (Windows File Protection). If so, you
could try going to a Command Prompt and typing:
sfc /scannow
B. A virus, in which case you should have a good anti-virus app on hand and
run a thorough scan on your system with it.
Either of these answers are suspect though, since I've not dealt directly
with anyone handling this issue.]]

It would help to know which Service [[is not a valid win32 application]]
This will open the Event Viewer:
Start | Run | Type: eventvwr | OK |
Look through Application & System logs to see if anything
relates to the error messages.

To trace 'em down further.
In the right hand pane of the Event Viewer | Double click on the
Error | Click the button that looks like two sheets of paper |
Copies the details of the event to the Clipboard |
Open Notepad | Right click a blank area | Select paste | Save to your
Desktop
as whatever | Back in the Event Properties window | Scroll down in the big
window |
Click the blue hyperlink | Click Yes to Send | It may take a little while,
but | Help & Support will
open | Look through everything | Click on whatever looks useful.

There are two places on the web to track down errors, but you need
to know the Event ID & the Event Source.

I tried your first suggestion and came up with this error
message
The windows management intrumentation could not be started
A system error has occurred.
system error 193 has occured.
*** is not a valid win32 application.
I then tried your second suggestion but it appeares to
have made no difference.
Also, when I try to start WMI in services I get the
following error message
Could not start the Windows Management Instrumentation
service on local computer.
error 193: 0xc1
